FWO believes that strength lies in the qualified managers, supervisors, operators and workers. A constant drain of qualified people to the Middle East requires continuous re-cooping. As there was no institute for such training at lower level, Construction Technology Training Institute CTTI was established in 1986 by the Government of Pakistan with the help of Government of Japan through JICA at Islamabad.
Financed and technically controlled by Ministry of Communication, Government of Pakistan, this institute is administratively controlled by FWO.

Diploma of Associate Engg (DAE) – 3 Years
DAE (Civil), DAE (Mechanical), DAE (Auto & Diesel) & DAE (Civil) With Specialization in Quantity Survey
- Vocational / Skill Development short courses of six months duration for Operator Heavy Machinery, Construction Machinery Mechanic (Engine) Construction Machinery Mechanic (Chassis), Civil Surveyor Civil, Quantity Surveyor, Auto Mechanic, Auto Electrician, Bldg Electrician, Laboratory Technician, Plumber, Steel Fixer, carpenter, Mason, Building Painter Turner Machinist, Welding & Draughtsman.
- Computer related Courses for three months duration in hardware, software and Auto CAD.
- Special one month courses for Construction Machinery Supervision and Construction Machinery Planning & Employment Courses
CTTI is affiliated with Punjab Board of Technical Education Lahore for Diploma Courses and with Ministry of Education, Training and Standard in higher Education, National Training Bureau (NTB) Islamabad for Short Courses.
