This October FWO completes 37 years of its contributions, devotion and dedication in nation building. On this auspicious occasion the editorial board of Newsletter felicitates all FWO personnel for their continued endeavor to achieve excellence.

During the quarter, FWO entered into a new realm of project management and financing by signing an Agreement BOT-II with Government of Punjab, as lead partner in a consortium of companies LAFCO (Lahore Faisalabad Company). The project envisages construction of four-lane carriageway between Lahore Faisalabad on Built, Operate and Transfer basis.

This year marks silver jubilee of completion of Karakoram Highway (KKH). On the occasion a Chinese Central Television (CCTV) Team visited Pakistan to make a documentary on KKH. We expect the documentary to be completed within this year.

There were some major changes at the command level in FWO. Three Group Commanders, after successfully completing their tenures with FWO, were posted out to shoulder new responsibilities. We wish new Commanders success in their Commands.

Living up to its traditions, FWO has successfully completed two important mega projects; Road Skardu-Sadpara-Deosai-Chilum Chowki in Northern Areas and Lyari-Ormara section of the Mekran Coastal Highway, ahead of the stipulated completion time. We congratulate FWO personnel who, through their hard inputs under inhospitable and demanding work environments of these remote regions, achieved new milestones for FWO. Besides, FWO achieved targets set out during this quarter on various other projects. May Allah give us the strength to continue with the same stride and live up to the expectations of the nation. Mekran Coastal Road Project

The 532 Kms long Mekran Coastal Highway is being constructed in three sections. FWO was entrusted with two sections i.e. Liari-Ormara and Gawadar – Pasni. The Ormara-Pasni section has been awarded by NHA to civilian contractors. It is hoped that completion of the Mekran Coastal Highway will help in generating economic activities in the region, enabling Pakistan to enter a new era of development and prosperity.

Liari-Ormara Section
The work on this, 248 kms long, section commenced after the President of Pakistan General Pervez Musharraf performed its groundbreaking ceremony in July 2000. The section has been completed before its stipulated completion time in Jun 2003 at a cost of Rs 3.906 Billion.However, NHA assigned additional work on shoulders, which at present is in progress and shall be


A completed road of Liari-Ormara section on Mekran Coastal Highway Project
completed soon. The completed works include 243 Kms long highway including construction of 27 bridges, 732 culverts and 330 meters long drains. Unprecedented rains in the month of July 2003 damaged some road portions and shoulders between kms 4 and 23, which are under repair. The Highway is fully functional and fit for all types of traffic. All structures including 23 bridges and 710 culverts in the section withstood the thrust of water and remained intact.

Pasni-Gawadar Section
The construction work on this 132.5 Km long section, at a CA cost of Rs 2.888 Billion, commenced in February 2003. It is progressing at a rapid pace and is expected to be completed before its stipulated completion time. Latest progress of this project is as given below:-

Lyari Expressway Project    
A mega NHA project worth Rs 4.892 Billion was started on 11 May 2002 in the heart of Karachi city to facilitate better flow of traffic, linking Karachi Port with Super Highway along both banks of Lyari River, with total length of 32.155 Kms. The most advanced technology of earth reinforcement is being used for filling the earth embankments of the road carriage-way for 22.3 kms length of the project. Till now 8.184 Kms length of site has been handed over to FWO for undertaking the project work. Handing over of remaining site has been delayed due to impediments/ encroachments and rehabilitation of affected population by the concerned agencies. The progress achieved so far is as under:-

Interchanges Work on all four interchanges (Sohrab Goth, Mangopir, Maripur and Sir Shah Suleman) is progress-sing well. 279 working piles, 33 pile caps, 40 girders, 26 transoms, 30 piers and 7 spans have been completed.

Faisalabad Road Rehabilitation Project  

The project with a revised cost of Rs. 834 Million was sponsored by Municipal Corporation Faisalabad. It was started in July 1999. Initially 25 Nos A Category and 17 Nos B category roads were included in the rehabilitation project measuring total of 68.3 km long roads. The project has been substantially completed by about 98 percent with balance work on foot paths and drains, which is in progress. The progress on the project was affected by the encroach-ment/impediments at the work site.

Operation & Management of
Pindi Bhattian-Faisalabad Motorway (M-3)

An efficient road network is considered essential to any modern communication infrastructure, which plays vital role in the economic uplift and growth of any country. Operation and Management (O&M) of the Motorways being built in the country is important for the efficient utilization of these Motorways.

FWO, after taking over Motorway Lahore-Islamabad (M-2), successfully managed its O&M, earning laurels from all concerned. FWO is now fully experienced to undertake O&M of other Motorway network in the country. Faisalabad, the third largest city of Pakistan and an industrial hub has been connected with Motorway M-2 through a 52.5 km long Motorway M-3 (Faisalabad - Pindi Battian). NHA, in recognition of FWO's expertise and rich experiece, has assigned the responsibility of O&M of thisnewly completed M-3 (Faisalabad - Pindi Bhattian Motorway) to FWO.

Motorway M-3 (Faisalabad-Pindi-Bhattian) has two lanes on either side measuring 3.65 meters with 16 flyovers and two interchanges and toll plazas located at Sahianwala and Faisalabad.

 
Construction of Four Lane Carriageway between Lahore & Faisalabad (BOT-II)
Lahore and Faisalabad are the second and third largest cities of Pakistan respectively. However, these mega cities had only one direct road link, based on a single carriage road, which was totally incompatible with manifold increase in traffic due to rapid growth in population and industry. This increased traffic results in traffic chaos with never ending traffic jams and delay on this road. To redress this deteriorating situation Punjab Government decided to convert existing road into 4 Lane Carriageway. This task has been entrusted to Lahore - Faisalabad Company LAFCO (A consortium of construction companies with FWO as lead partner) at a cost of Rs.4 billion on Built, Operate and Transfer basis. This is the first project of its kind undertaken by FWO, where project financing is being provided by the consortium companies and shall be recovered in 25 years time period through toll collection. Brig (R) Masroor Ahmed Abbasi (a retired Engineer officer) has been appointed the Project Manager. The work on project is likely to commence by Jan 2004.
Sialkot City Development Package
The project sponsored by Punjab Government comprising various city roads was undertaken by FWO in February 1999 at a cost of Rs 562.916 Million. The project is scheduled for completion in December 2003. Total length of roads under the project is 15.634 Kms and progress achieved on the work is 98 percent. It is expected that the project would be completed by due date.
Widening & improvement of Ghalib Road, at Sialkot Cantt
This project costing Rs 9.522 million has been completed. Its handing/taking over is in progress.

Improvement and Recarpeting of various Roads at Sialkot Cantt.
The project comprising of 4.9 Km roads, sponsored by Military Engineering Services, was undertaken in May 2003 at a cost of Rs 6.678 Million. The project consists of 5 road segments. Total progress achieved so far is 65 percent.

Widening and Improvement of Club & Aibek Roads at Sialkot Cantt.
This is a Cantonment Board Sialkot sponsored project. The total length of these roads is 1.37 kms including 0.55 kms length of Club Road and 0.83 kms Aibek Road. Work on these roads commenced in Sep 2003 and the progress achieved so far is 9 percent. The project will be completed in due course of time.

Construction of Service Road / Drain and Dualization of G.T Road Gujranwala.
Work on the two projects, with an estimated cost of Rs 25.516 Million and Rs 82.605 Million respectively commenced on August 2001. The project consists of dualization of completed comprises construction of 1.75 Kms G.T Road and 7 Kms of service roads alongwith drains. The Chief Minister Punjab Ch Pervez Elahi inaugurated a completed portion of the project on 6 July 2003. The progress achieved so far is 58 percent and 93 percent respectively. Various impediments including encroachments remained the cause of slow progress.

Taxiway and link road at Aviation Base Gujranwala
The work on this project, having a length of 1.18 kms of taxiway and 1.58 kms of link road, commenced in April 2003. So far progress achieved is 27 percent.

Al-Shifa Trust Eye Hospital Kohat

President Al-Shifa Trust Eye Hospital Rawalpindi is the sponsor of this project. Work on the project was started in April 2003 at a cost of Rs 101.17 Million and is expected to be completed in March 2005. The project has total covered area of 1,11,500 square feet and includes 8 operation theatres and one hundred beds for the patients. The progress achieved on the project is 9.5 percent. President Al-Shifa Trust Eye Hospital Lt Gen (Retd) Jehandad Khan alongwith DG FWO Maj Gen Shahid Niaz visited the project site on 16 Aug 2003, and were briefed about the progress on the project.

Mansehra-Naran-Jalkhad Road (Kaghan Valley Road)

Construction of 162 Kms long road, connecting Mansehra with Jalkhad through Balakot, Kaghan and Naran, in Kaghan valley was commenced on July 1997. Scope of work was revised resulting in its completion date being extended upto December 2004. The revised cost of the project is Rs 4110.72 Million. The work progressed in full swing during this quarter, but was, however, affected due to heavy rains/slides clearance. Metalling of the road up to Naran has been completed including construction of 297 culverts and 2 Kms long causeways. DG FWO Maj Gen Shahid Niaz visited the Mansehra-Narran-Jalkhad project on 27 August 2003. During his visit DG FWO was briefed about the progress of work. DG FWO visited the work site and appreciated the quality of work Progress on the project achieved so far is as under: -

  • Road from Kms 0-80 has been handed over to NHA.
  • Road marking from Faridabad to Naran is in progress.
  • Kerb stone painting in Kaghan and Naran Bazar is in progress.
  • Asphaltic work has been started between Km 0 to Km 15 on Naran – Jalkhad section.

 


Karakoram Highway Maintenance
This is a National Highway Authority sponsored project. The progress of maintenance works during the year is as under: -

  • Slides/mudflows clearance-11,162cum
  • Shoulders repair - 4500 RM
  • Clearance chocked drains - 715 RM

Skardu Road Maintenance
The routine maintenance work of Skardu road is in hand, besides repair of damaged portions of road resulting from rainfalls and emergent repairs of retaining wall is in progress.


Northern Areas Roads

Construction of three Northern Areas Roads was awarded to FWO by Northern Areas Public Works Department in 2001. The President of Pakistan General Pervez Musharraf performed the ground breaking ceremony of all three projects in August 2001. The region is dominated by the largest collection of highest mountains of the world. As such construction activity remains subjected to the torments of regions extreme climate and geology. Further, the working season is restricted to nine and lesser months depending upon the elevation of work area. Fighting against all these odds and impediments, FWO is working hard to complete these projects earlier than stipulated completion schedule. Completion of these roads will improve the standard of living of the people and enhance tourist inflow into the region.

Gakuch-Gupis-Shandur Mastuj Road (GVR)

The road has a total length of 188 kms, out of which only 100 kms is required to be metalled. This Rs 943 Million road project is progressing rapidly and is expected to be completed within this working season. The present progress of completed works on this road is as follows :-

Thalichi-Astore-Gorikot-Chilum Chowki Road (TCR)

The total length of the road is 102 kms with 4.3 kms requiring widening work, whereas the base course with premix wearing course was required for the entire road length. Work on this Rs. 318 Million project is expected to be completed by end of next working season due to undertaking extensive repairs of the road damaged by earthquake in November 2002 and spell of heavy rainfall during this year. Present progress on the work is as under:-

Skardu-Sadpara-Deosai-Chilum Chowki Road (SCR)

The work on this 85 Kms long road was commenced in April 2002 with rapid speed. FWO completed it on 15 Sep 2003 well before the stipulated time, and has handed over to NA PWD. The local Trukc passing on Ali Malik Mar pass on SCR project population and print media have widely appluaded completion of this road before the scheduled time. As the road passes through most beautiful but eco-gragile Deosai plaints, no machine work has been undertaken in this area to preserve its natural environments. It is hoped that completion of this road will enhance tourist flow to this area.

 


 
 

D I Khan-Mughalkot Road

This project is a NHA sponsored project at an estimated cost of Rs 1.387 Billion. The project commenced in March 2000 and is expected to be completed by early 2004. Details of present progress on the project is as given below:-

Construction of Dual Carriageway (N-5) - Rahim Yar Khan to Tiranda Mohammad Panah.

The project, at an estimated cost of Rs 3287.076 Million, was awarded to FWO by NHA. The construction work on the project, having 80 km road length with 7.6m wide dual carriageway, commenced simultaneously at six sites for achieving good pace of work. The project has been successfully completed in all respects. Besides road work it envisaged completion of 4 bridges and 117 culverts. The work on additional works is in progress and will be completed by end of this year.

 


Road Dera AllahYar - Nuttal (N-65)

The National Highway Authority sponsored project for improvement and rehabilitation of Dera Allah Yar – Nuttal Road started on 27 April 2000. The length of this road is 60 Kms which was later reduced by 5 Km. The cost of the project is Rs 729.861 Million, which includes construction of 5 bridges and 35 culverts of different sizes. The area is barren, sparsely populated with extreme weather conditions. Scarcity of construction material, restricted work site and hindrance in work at times due to continuous heavy traffic flow were the main impediments for slow progress, which was further hampered due to unprecedented heavy rainfall. Work also remained suspended due to redesigning of the road. However, FWO troops working hard gained substantial progress, recovering the lost time. The project is likely to be completed by the end of 2003. The present progress on the project is 82 percent.

Improvement of Sibi-Nuttal Road
(N-65)

National Highway Authority awarded the work for improvement and rehabilitation of Nuttal - Sibi road on 27 April 2000. The scope of work included
construction of an additional carriageway. This 81 Km long road passes through an area, which is barren and sparsely populated with extreme weather conditions. The cost of the project is Rs 729.861 Million and includes 5 bridges and 37 culverts of different sizes. The date of completion of this project is March 2005. Work on this project also remained suspended due to redesigning of the road and changing of its specification by consultants. The work re-commenced during May 2003. The current progress of the project is 9.96%.

Construction of Railway Embankment from Lodhran to Khanewal

Due to existing track being single and incapable of taking the traffic loads, Multan has to be bypassed through Khanewal - Lodhran section. This prompted the idea of dualization of track Lodhran - Multan - Khanewal to ensure smooth flow of railway traffic. Pakistan Railway sponsored project with an estimated cost of 52.25 Million has been under taken by Frontier Works Organization inMay 2003. The total lenght of this track embankment is 119 Kms including 70 Kms Sher Shah - Lodhran and 49 Km Multan - Khanewal sections. The project is expected to be completed by due date. The current progress of the project is 34.58%.

Visits

This year marks silver jubilee of completion of Karakoram Highway (KKH). On the occassion of Chinese Central Television (CCTV) Team visited Pakistan tomake a documentary on KKH. Besides filming KKH, the team interviewed veteran Sappers and Chinese friends, who participated in the construction of the KKH. FWO extended fullest hospitality and technical support to the Team during their visits to the KKH, Rawalpindi and Lahore. The Team was more than appreciative of FWO's support. During their visit during their visits to HQ FWO on 9 September 2003 they met DG FWO and also visited FWO Museum. Later, they were introduced with other officers of HQ FWO.

 

Departure and Arrivals
  • Engineer-in-Chief Lt Gen Muhammad Zubair visited HQ FWO ON 9 September 2003. During his visit he discussed progress of the on-going mega projects with DG FWO.
  • During this quarter two group commanders Brig Ali Mansoob Raza and Brig Khaliq-ur-Rehman Shad were dined out at Engineers Officers Mess by officers of the HQ FWO on their posting. Similarly following officers also bid farewell to FWO, after completing their tenure.
  • Col Qasim Ali Malik posted out from HQ FWO on 12 August 2003.
  • Lt Col Waseem Ahmed, ASC left FWO on 24 July 2003 on promotion
  • Lt Col Farrakh Haye, HQ FWO proceeded on retirement on 27 August 2003.
  • Lt Col Mohsin Ali Shah left HQ FWO on 12 August 2003 for his new assignments
  • Maj Syed Tasadduq Shah, left FWO on 2 Oct 2003 for his new assignment.
  • Maj Tariq Mahmood left FWO on 13 September 2003 on posting out

Tree Plantation
Promotions

The Monsoon tree plantation drive was inaugurated by DG FWO Maj Gen Shahid Niaz by planting a sapling in the lawns of Engineers Officers Mess on 13 August 2003. FWO is very conscious of this important national responsibility and each year thousands of trees are planted in the project areas throughtout the country.

  • Col Saleem Daud was promoted to the rank of Brigadier on 1 July 2003 and took over as Commander of an Engineer Group.
  • Col Munawar Hayat was promoted to the rank of Brigadier on 2 Sep 2003 and took over as Commander of an Engineer Group.
     
Construction of Machinery Training Institute (CMTI)

Closing ceremonies of CMS Ser-II, Operator and Third Country Training Programme Ser - 9, Courses

The CMS serial - II and Operator courses terminated on 1 August 03. Fifteen and and thirty five students respectively participated in these courses and qualified. Director DMTI, awarded merit certificates to first three position holders of the courses and addressed the participants.

Third Country Traning Programme (TCTP) Course serial - 9 terminated on 19 Auguest 03. Twenty graduate engineers from different countries attended the course and qualified. Closing ceremony was attended by Mr. Hiroshi Azuma, Minister Embassy of Japan, Islamabad as chief guest. He awarded certificates to the participants. Other officials from Ministry of Communications, Japan International Cooperation Agency (JICA) and HQ FWO also attended the ceremony.
