FWO’s Newsletter for the last quarter of 2003 is here. During this quarter, FWO has completed Ghizer Valley Road Project. If we recapitulate, during this year FWO completed construction of mega projects of extreme national importance like Liari-Ormara section of Makran Coastal Highway, Indus Link 2 and 3, Dera Allahyar Nuttal Road, Rahim Yar Khan Tiranda Mohammad Panah and Skardu-Deosai Chilum Chowki Road projects. Due to FWO’s commitment of continued endeavour to achieve excellence, these projects have brought not only revolutionary changes but have also given boost to the economy of country. Moreover these projects will have a profound and long lasting effect on prosperity of Pakistan in general and the region in particular.

FWO acknowledges the sincere efforts of all its officers and men, who have added new dimensions to its achievements. FWO remembers a brave son Sub Muhammad Feroze who embraced shahadat on 16 Dec 2003 while working on slide clearance operation on KKH.
May Allah give us strength and tenacious perseverance to continue to serve the cause and add to the good name of Pakistan Army, Corps of Engineers, and FWO. Ameen.

Project News
Mekran Coastal Highway Project
Liari-Ormara Section

The work on Liari – Ormara Section commenced in July 2000 after its ground breaking ceremony performed by the President of Pakistan General Pervez Musharraf. The length of this road is 243 KM including 27 bridges, 732 culverts and 330 M causeway. All these works have been completed with a cost of Rupees 3.906 Billion in June 2003. Later, work on double surface treatment shoulders, having 3 M width on either side was entrusted to FWO. The same is in progress and will be completed before due date.

 
Pasni-Gawadar Section

The work on Pasni-Gwadar is progressing well and is expected to be completed in Feb 2004. The completion of this road will bring an era of economic development in the region.

This work was entrusted to FWO at a cost of Rupees 2.888 Billion. Asphalt work on entire length of 132.7 has been completed. Work on few bridges is still in progress and will be completed within scheduled time.

 
Lyari Expressway Project

The work on this mega project worth Rupees 4.892 Billion started on 11 May 2002 in the heart of Karachi city to facilitate smooth flow of traffic, linking Karachi Port with Super Highway on both sides of Lyari River, having a length of 32.155 KM. The size and stretch of the project adds further to the complexities of the construction efforts. Despite all these hindrances and frictions, FWO is working at an adequate pace. So far 8.30 Km length has been handed over to FWO for execution. The progress is effected because of the delay in handing over of remaining site, and other impediments like encroachments and rehabilitation of affected people by concerned agencies. A total of 4.10 KM embankment, 3.20 KM sub base, aggregate base and asphaltic base have been completed. One bridge out of 16 bridges has been completed and work on 15 overhead bridges is in progress. 13 box culverts out of 56 and 5 pipe culverts out of 43 have been completed. Work on Sohrab Goth, Manghopir, Sir Shah Suleman and Maripur interchanges is progressing well.

 

Northern Areas Roads

FWO was assigned the task for const of three Northern Area Roads to be completed in 24 working months. The gr breaking ceremony of these projs was performed by President of Pakistan General Pervez Musharaf on 29 Aug 2001. FWO undertook this challenging task and completed 100% work on Skardu Deosai Chilum Chowki Road of 85 KM length. Pavement work of Ghizer Valley Road having length of 188 KM has been completed 100%, except few retaining structures.

The work on Thalichi – Chilum Chowki Rd was hampered by earthquakes, floods, heavy rains and snowfall. However FWO still managed to complete 83% of work and remaining will be undertaken in working season of 2004.

Karakoram Highway Maintenance

The Karakoram Highway was constructed in 1978 from Havelian to Khunjerab. The KKH constantly experiences landslides, mudflows, earthquakes, avalanches and flash floods which damage the road. To keep the road open under such condition throughout the year, entails a Herculean effort by FWO.

During this quarter 82114 cum slides/mudflow was cleared, 50167 RM of shoulders repaired, 34269 RM choked drains were opened and 247 choked culverts were cleaned.

Skardu Road Maintenance

The road emanates from Jaglot and terminates at Skardu. The road is subjected to slides/mudflow and requires continuous maintenance. The road is very important from strategic as well as tourist point of view. The routine maintenance work of Skardu road is in hand, besides repair of damaged portions of road resulting from heavy rainfalls. A total of 5152 Cum slide/mudflow was cleared, 19500 RM shoulder repaired, 8275 RM choked drains were opened and 108 choked culverts have also been cleaned.
 
Mansehra - Naran - Jalkhad Road Project
The construction of Mansehra- Naran – Jalkhad Rd (MNJ) was entrusted to FWO by NHA during July 1997. The road has a lot of significance and importance for tourism, besides its strategic importance of linking Neelum Valley and Karakoram Highway. Mansehra Naran Jalkhad is 162 KM long. The road from Mansehra to Naran (122 KM) has been completed and 80 Km of road has been handed over to NHA. It includes 25.270 KM retaining walls, 4877 Meters breast walls, 298 pipe/box culverts, 2010 M causeways and 121.67 M drains. On Naran Jalkhad (NJ) Section 40 KM long portion, 36.9 KM widening, 36.9 KM levelling course, 13.4 KM base course, 12 KM premix alongwith 1.445 KM retaining wall, 770 M breast wall, 73 pipe/box culverts, 600 M causeway and 1.3 KM Drain have been completed. The remaining work on NJ Section will be undertaken during the working season 2004.

Construction of Dural Carriageway (N-5) Rahim Yar Khan to Tarindah Mohammad Panah

This project consists of construction of 64 KM long dual carriageway at an estimated cost of Rupees 3.263 Billion.

This road is an important artery linking north with south where bulk volume of traffic keeps moving in either direction. The project consists of 0.6 M wide median, 4 Bridges, 117 Culverts and 7.6M wide road way. Work on the 64 Km long dual carriageway was completed during Mar 2003. The work on rehabilitation of additional 16 km length of existing carriageway awarded by NHA at a cost of Rs 256.77 million is progressing well and expected to be completed by April 2004.

Dera Ismail Khan - Mughalkot Road (N-50) Project

NHA sponsored this project at an estimated cost of Rupees 1.773 billion. The project commenced in March 2000 and expected to be completed in Aug 2004. The Length of this project is 124KM. So far embankment of 118.825 KM, base course 98 KM,TST 97.83 KM, 4 bridges and 242 culverts have been completed.

Nuttal - Sibi Road Project

NHA awarded the work to FWO for improvement and rehabilitation of Nuttal –Sibi road on 27 April 2000 with estimated cost of Rupees 716.798 Million. The length of this project is 81 KM but later on 5 km length of Dera Allah Yar – Nuttal project was also annexed with this portion. The area is barren, sparsely populated with extreme weather conditions. This project has undergone lot of redesigning and changes in its specifications. However with all these impediments, the work on project is in full swing and expected to be completed by Mar 2005.

The contract for improvement and up gradation of Dera Allah Yar - Nuttal Road was signed with National Highway Authority on 27 April 2000, at a cost of Rupees 729.861 Million. The length of this Section is approx 60.61 KM. FWO by putting in all possible resources in a dedicated way has now almost completed the project. Some additional work approximately 6.5 KM length was also entrusted to FWO in this section during Nov 03. All works on this project have been completed except the work on shoulders which is still in progress and expected to be completed by Mar 2004.

Construction of Multan General Bus Stand complex has been assigned to FWO by Tehsil Municipal Administration Multan City at an estimated cost of 78.770 Million. The work commenced on this project in Sep 2003 and will be completed by Sep 2005 as per the schedule.
   
Improvement and Rehabilitation of Tehsil Municipal Administration Road Multan
Repair, widening and improvement of Multan city roads has also been assigned to FWO by Tehsil Municipal Administration Multan at an estimated cost of Rupees 17.100 Million. Total length of the road is 4.441 KM. Progress achieved so far is 97.31%.

The project was assigned to FWO by District Coordination Officer Bahawalpur, at an estimated cost of Rupees 42.024 Million. The length of this project is 5 KM and is expected to be completed by Nov 2004.

Construction of Bridge and Rehabilitation of Park Road (Islamabad)
FWO has been awarded the work by Capital Development Authority for construction of two bridges on Iftikhar Janjua Principal Road between Pirwadhai and Faizabad Interchange Islamabad and rehabilitation of Park Road between Rawaldam Chowk and Chak Shahzad. Bridge No 1 at Pirwadhai is a single span 19 meter long structure with an estimate cost of Rupees 33.000 Million. Bridge No 2 over Nullah Leh is five span 90 meter long structure with an estimated cost of Rupees 67.000 Million. The estimated cost of rehabilitation work of 3.95 KM long Park Road is Rupees 26.000 Million. The work on both the bridges and road have simultaneously started in October 2003 and is progressing well. The CDA is also planning to entrust more road works to FWO.

FWO Project Board Meeting
Engineer-in-Chief Pakistan Army Lt Gen Mohammad Zubair paid a visit to HQ FWO on 27 Oct 2003. He chaired the FWO project board meeting. Other members include DG FWO, DG Log Pakistan Army, DG MO Pak Army and Financial Adviser Army. During the meeting mega projects under taken by FWO were discussed. The board appreciated the quality and in-time completion of projects. The board was satisfied with the overall performance of FWO.

  • During this quarter two senior officers of HQ FWO Col Ejaz Ahmed Qureshi, who was performing the durites of Director Finance and Col Syed Muhammad Javed who was performing the duties of Deputy Director EME proceeded on retirement on 24 October 2003.
  • Lt. Col Nafees Ahmed who was performing his duties as GSO-I Plan was posted out from HQ FWO on 24 October 2003.
  • Lt Col Shahruq Akhtar Siddiqui, CO 803 Combined Workshop left FWO on 24 December 2003.

FWO Raising Day
Thirty Seven years ago FWO was created out of the resources of Pakistan Army’s Corps of Engineer. The mission envisaged for this new organisation was to construct the Karakoram Highway to link Pakistan and China through an all weather Highway. With dedication, endurance, hard work and untiring commitment, FWO in only a period of eleven years, successfully created the eighth wonder of the world, the Karakoram Highway. This year 31st Oct dawned with special prayers for the development, prosperity of Pakistan and well being of troops of FWO. Special FWO supplements were published in the newspapers. Highlights of FWO’s history, its works and achievements were prominently displayed through these supplements. A documentary on FWO was also screened on PTV. All headquarters and units of FWO arranged special functions and Bara khana to celebrate the occasion in a befitting manner.

Quaid-e-Azam's Birth Anniversary
25th December is the birthday of Father of the nation Quaid-e-Azam Mohammad Ali Jinnah. This day is celebrated throughout Pakistan with special fervour. Pakistan’s Armed Forces also draw their strength and inspirations from the teachings of our great leader. The birthday of the Quaid-e-Azam achieved a special significance because of the prevailing international environments and its consequences for Pakistan. The day dawned with special prayers and Quran Khawani for the development and prosperity of Pakistan. National Flag hosting ceremony was arranged in the morning. Special Darbar was held in which the teachings of the father of the nation were highlighted and bara khana was arranged for the troops. In the evening lighting arrangements were made on different FWO buildings and unit lines.

Eid Milan Party
As per tradition, this year FWO also arranged an Eid Milan Party on Eid day on behalf of E-in-C. Eid Milan Party has become a source of interaction between the officers and families of the members of the Corps of Engineers. In addition to serving and retired officers of the Army’s Corps of Engineers, the serving and retired officers of Military Engineering Services (MES) were also invited along with their families. This gathering became not only an occasion of reviving old acquaintances but also provided an opportunity of gathering officers from different branches of the Corps.
