This October FWO has completed its 39th Year of its devotion
and dedication in Nation building projects. FWO is contributing
tremendously towards a prosperous and progressive Pakistan. Our
mission is to bring national development through modern network
of roads and highways across the country.
Inauguration of Makran Coastal Highway by President of Pakistan
Gen Pervez Musharraf on 16 Dec 2004 is yet another proof of our
professional commitment. It is a matter of pride for us to have
played a crucial and important role in this mega project of national
importance.
FWO has diversified its activities from roads and highways to
laying of Rail-roads, tunnelling, construction/repair of Dams,
barrages and highly technical projects in the field of telecommunication,
which includes laying of underground optic fibre cable projects
of PTCL and NTC.
CDA awarded the project to develop G13 sector Islamabad to FWO,
which is in full swing and will be completed well before its stipulated
time. The work on 4 bridges on IJ Principal Road Islamabad has
been completed well before time. DG FWO Maj Gen Shahid Niaz congratulates
all FWO personnel for their continued endeavour to achieve excellence
in completing mega projects.
The new projects awarded to FWO include construction of Lakpass
Tunnel on BOT basis, Halak and Mangi Dam as Turnkey projects.
We pray to Almighty Allah to bestow his blessings on us and give
us the courage, steadfastness and fortitude to successfully fullfil
our responsibilities in future. Ameen.

Engineer Group |
| Mansehra-Naran-Jalkhad Road |
This
project was entrusted to FWO by NHA during July 1997. This road is
very important from tourism point of view. At the same time its strategic
significance can't be denied as it is a link between Neelam valley
and KKH. MNJ (162 KM) has been completed and handed over to NHA. In
addition section of 60 KM Jalkhad-Chilas has also been awarded to
FWO. The work on this section has just started and will be completed
as per schedule. |

| Northern Area Roads |
| The
ground breaking ceremony of three roads of Northern Areas i.e. Ghizer
Valley Road, Thelichi-Chilum Chowki Road and Skardu-Deosai Chilum
Chowki Road was performed by President of Pakistan General Pervez
Musharraf in 2001. FWO, in keeping with its traditions, has completed
these road projects, expeditiously utilizing its reputed engineering
competence and maintaing the highest qulaity of work.

| Infrastructure Services and Development
for Sector G-13 Islamabad |
| The contract for development of infrastructure services for
G-13 sector has been awarded to FWO by CDA. A unit of FWO has started
the work on the project under auspices of CDA supervision. This
project encompases Roads, Water Drainage, Sewerage System and Water
Supply System with estimated cost of Rs. 719.907 Million. DG FWO
Maj Gen Shahid Niaz visited the project on several occasion where
he was briefed on the progress of work. The work on the project
is in full swing and will be completed within the scheduled time.

| Mekran Coastal
Highway Project |
| President
of Pakistan General Pervez Musharraf inaugurated Makran Coastal
Highway Project on 16 Dec 2004. Makran Coastal Highway is a project
of vital National interest undertaken by FWO. This project is a
segment of greater Gwadar plan aimed to facilitate, bridge and develop
various sectors of economy. The construction of Makran Coastal Highway
will not only generate enormous economic activiites in the region
but will also pave way to create employment opportunities for the
poor people living along the 800 KM long coastal belt. It will also
provide a safe, convenient and affordable trade transit route to
Afghanistan, China and Land- locked countries of Central Asia to
the countries of Middle East and Persian Gulf, , thus bringing socio-economic
uplift for all. Makran Coastal Highway is not just another road,
infact, it is a 650 KM long promise of immense national development
and progress. This highway is bound to open an absolutely new chapter
of prosperity and is yet another proof of Frontier Works Organisation's
commitment to Nation Building.

| Rehabilitation of
Sukkur Barrage |
| Sukkur Barrage is one of the biggest barrage
in Sindh Province. It was constructed in 1932. Seven main canals are
off taking from the barrage. While taking the soundings during the
closure of barrage in 2004, a pit was found in front of bay no. I,
II & III upstream of barrage. On the request of Sindh Government,
President of Pakistan General Pervez Musharraf assigned this task
to FWO. A task force headed by Brig Javed Ashraf Bajwa became fully
functional and rehabilitation works commenced on 25 November 2004.
Mr. Nadir Laghari Irrigation Minister Sindh visited the site on 6
Dec 2004. E-in-C Lt Gen Muhammad Zubair, Comd 5 Corps Lt Gen Syed
Athar Ali also visited the project site in the month of Dec and were
briefed on the progress of the work. DG FWO Maj Gen Shahid Niaz has
visited the barrage site a number of times since the commencement
of work to monitor the progress of various activities which broadly
includes provision of a pontoon bridge, construction of two coffer
dams, creating a link between the two canals, sheet piling, dewatering,
dredging and actual rehabilitation of the distressed portions. The
quick mobilization during November 2004 helped to save on the time.
The work is progressing well ahead of the schedule and is expected
to be completed in the given time frame. |

| Construction of Railway
Embankment frorm Lodhran to Khanewal Via Multan |
Dualization
of Railway Track Lodhran-Multan-Khanewal was undertaken to ensure
smooth flow of railway traffic. This project was won by FWO in May
2003 in open bidding. The total length of the track is 119 KM. The
Progress of the work is 97%. This project is expected to be completed
within due date. |

| Upgrading / Improvement of Roads in Multan
Cantt (Qasim Bela Road) |
| Frontier Works Organisation was awarded this
project in Oct 2004 with an estimated cost of Rs. 12.315 Million.
The work on this project is progressing very well, so far 34% of work
has been completed. |

| Construction of General Bus Stand
Complex Multan was assigned to FWO by Tehsil Muncipal Administration
Multan City at an estimated cost of Rs. 78.003 Million. The project
was started in Sep 2002 and will be completed by Sep 2005. The work
on this project is progressing very well, so far 34.22% work has been
completed. |

| Nuttal - Sibbi Road
Project |
Improvement
and rehabilitation of Nuttal- Sibi Road was awarded by NHA to FWO
in April 2000 with an estimated cost of Rs. 1504.245 Million. It is
a dual carriageway with the length of 86 KM. The work on the project
is in full swing and expected to be completed within schedule time.
So far progress of the project is 34.74%. |

| DI Khan - Mughalkot Road (N-50) |
This
project was awarded to FWO in Mar 2000 with revised estimated cost
of Rupees 2237.721 Million and is expected to be completed in Jun
2005. Total length of this road is 124 KM. The existing road was a
single lane but now being upgraded into two-lane carriageway. This
road links DI-Khan and FATA through Koh-e-Suleman ranges providing
an inter-provincial link between NWFP and Balochistan. This road will
play a significant role in development of the area. |

| Diversified Projects |
Laying
of Underground Cable in Rawalpindi and surrounding area. FWO has diversified
its activities and entered into the field of telecommunication. The
first project of NTC of laying underground optical fibre cable in
Rawalpindi and surounding area has been completed well before its
scheduled time, whereas work on other projects of PTCL has also commenced.

| Lyari Expressway Project |
| President of Pakistan General Pervez Musharraf
performed the ground breaking ceremony of this project on 27 Apr 2002.The
work on this mega project started in May 2002. This will be two Lane
Expressway along the banks of Lyari River. The Expressway shall have
two interchanges, one at Sir Shah Salman road, providing exit and
access to Liaqatabad and Gulshan-e-Iqbal area and another one at Manghopir,Touching
SITE and Garden area. This expressway shall enable the traffic to
cross city in about 20 minutes besides giving relief to local traffic.
DG FWO Maj Gen Shahid Niaz visited the project on 5 Nov, 20 Nov and
14 Dec 2004 during this quarter and was briefed about the progress
of the project. The slow progress is attributed to delay in handing
over of the sites to FWO, however the major impediments have been
removed due to joint efforts of City Government and NHA and pace of
progress has improved considerably. |

| Construction Of 4
X Bridges On Iftikhar Janjua Principal Road Islamabad |
| Frontier Works Organisation was awarded the
work by Capital Development Authority for construction of four bridges
on Iftikhar Janjua Principal Road between Pirwadhai and Faizabad Interchange
in September 2003. The work on the bridges started in October 2003
under the supervision of Capital Development Authority staff and was
completed on 15 December 2004. Extensive piling works in Nullah beds
to support the bridge structures was the major phase of construction.
A total of 136 piles have been drilled for the bridges under adverse
site conditions. Monsoon season was the most critical period for the
project. However despite the seasonal rains and over flooding of Nullahs,
the monsoon period was utilized and the work continued. Meticulous
planning and coordination of various activities was main reason for
completing the project within the alloted time. During the execution
of the work, the bridge sites were visited numerous times by Director
General Frontier Works Organisation and Member Engineering of Capital
Development Authority to watch the quality & pace of work who
gave necessary instructions on site. With the opening of bridges,
huge traffic flow on Iftikhar Janjua Principal Road will be facilitated.

| Lahore-Sheikhupura-Faisalabad Dual Carriageway
(BOT) Project |
Lahore-Sheikhupura-Faisalabad
road is one of the most important arteries of the road network in
the Province of Punjab. LAFCO (Pvt) Limited formed by a consortium
of leading construction companies i.e. Frontier Works Organisation
(FWO), Khalid Rauf & Co (Pvt) Limited, Habib Rafiq (Pvt) Limited
and Sachal Engineering Works, are undertaking the first Built, Operate
& Transfer (BOT) project in Punjab. This project will bring a
revolution in the economic uplift in thickly populated industrial
belt and will be the most modern road in the province of Punjab. This
project will be completed well ahead of given time. Left carriageway
from Lahore to Sheikhupura has been opened for all types of traffic
in December 2004. DG FWO Maj Gen Shahid Niaz visited the project on
2 Dec 2004. |

| Al-Shifa Trust Eye Hospital Kohat |
Al-Shifa
Trust Eye Hospital Kohat has been entrusted to FWO by Al-Shifa Trust.
The work started in Apr 2003 with a cost of
Rs.101.17 Million. The project has total covered area of 1,11,500
square feet. It has 8 operation theatres and one hundred beds for
the patients. The work is progressing very well and is expected to
be completed by Mar 2005. DG FWO Maj Gen Shahid Niaz visited the project
on 30 Nov 2004 and was briefed about the progress of the project.
He appreciated the progress and standard of work. |

| CDA Projects |
| Construction of 6 x roads |
Capital
Development Authority awarded the project of construction of six major
roads to FWO in May 2004 with an estimated cost of Rs. 290.315 Million.
These roads are Faizabad-Zero Point
dual carriageway, Murree Road to Quaid-I-Azam University, Khayaban-I-Iqbal,
sector F-5, F-6, F-9 and Constitution Avenue to Margalla Avenue. The
work on Faizabad-Zero Point Road, F5, F6 and F9 sector have been completed.
CDA has also entrusted the project of dualization of park road to
FWO and the progress of this work is as per the schedule. DG FWO visited
the projects on 6 Oct, 24 Nov and 28 Dec 2004. He appreciated the
quality & pace of work done by FWO troops. |

| FWO Project Board Meeting |
| Engineer-in-Chief Pakistan Army Lt Gen Mohammad
Zubair paid a visit to HQ FWO on 20 Dec 2004. He chaired the FWO project
board meeting. Other members include DG FWO, DG Log Pakistan Army,
DG MO Pak Army and Financial Adviser Army. During the meeting mega
projects under taken by FWO were discussed. The board appreciated
the quality and in-time completion of projects. The board was satisfied
with the overall performance of FWO. |

| FWO Raising Day |
Thirty-Nine
years ago FWO was raised out of the resources of Pakistan Army's Corps
of Engineer. The mission envisaged for this new organisation was to
construct the Karakoram Highway to link Pakistan and China through
an all weather Highway. With dedication, endurance, hard work and
untiring commitments, FWO in only a period of eleven years, successfully
created the eighth wonder of the world, the Karakoram Highway. This
year 31st Oct dawned with special prayers for the development, prosperity
of Pakistan and well being of troops of FWO. Special FWO supplements
were published in the newspapers. Highlights of FWO's history, its
works and achievements were prominently displayed through these supplements.
A documentary on FWO was also screened on PTV. All headquarters and
units of FWO arranged special functions and Bara khana to celebrate
the occasion in a befitting manner. |

| Departure and Arrivals |
During
this quarter Deputy Director General Brig Muhammd Ashfaq Hussain
proceeded on retirement. The officers of HQ FWO arranged a Dinner
in his honour on 28 Dec 2004. |

| Eid Milan Party |
As
per tradition, this year FWO also arranged an Eid Milan Party on second
day of Eid on behalf of E-in-C. Eid Milan Party is a source of interaction
between the officers and families of the members of the Corps of Engineers.
In addition to serving and retired officers of the Army's Corps of
Engineers, the serving and retired officers of Military Engineering
Services (MES) were also invited along with their families. This gathering
is not only an occasion of reviving old acquaintances but also provide
an opportunity of gathering officers from different branches of the
Corps. |

| Construction Machinery Training Institute
(CMTI) |
Construction
Machinery Training Institute (CMTI) is the only institute of its kind
in Pakistan. This institute trains students in the planning and technical
know how and use of construction machinery and computers. The students
include Pakistani as well as foreign students. The institute conducts
regular courses covering different aspects of construction machinery
and computer training at different levels of competence. |

| Closing Ceremony of Third Country Training
Programme (TCTP) Course Ser-10 |
| Third Country Training Programme
(TCTP) Course Ser-10 terminated on 21 Dec 2004. 20 graduate Engineers
from 13 countries attended the course and qualified. Mr. Muhammad
Shamim Siddiqui, Federal Minister for Communication was the chief
guest on the closing ceremony. He awarded certificates and presented
souvenirs to the participants of the course. Officials from Ministry
of Communication, Japan International Cooperation Ageny (JICA) and
HQ FWO also attended the ceremony. |
